The 14 men were executed to reinforce the appeal that all boys and men aged 16 to 60 from Roermond should have reported by 18 December 1944 to be put to work in Germany. After the announcement of the executions, over 2,700 Roermond citizens reported themselves and left for Germany on foot on 30 December 1944, eventually to be put to work in the German war industry.

This monument was erected in memory of the execution of thirteen Roermond residents and a Polish prisoner of war on 26 and 27 December 1944 at the Luzen camp in Elmpterwald, Germany.
