The building at 13 Engelmanstraat in Neer used to house the Bench of Aldermen of Neer.

The Aldermen's Courts came into being in the Middle Ages. Large landowners placed part of the administration and jurisdiction with a village or parish. Aldermen were comparable to today's notaries public. They drew up deeds and sometimes acted as judges when dealing with minor offenses. The aldermen's courts were abolished during the French domination.
The alderman's house was built by Joannes Tobben, a considerable family in Neer at the time. Anchors of the house bear the date 1661. Since the 1940s, the building has been used as a residence. The alderman's house can therefore not be visited from the inside.
